Cosplay percentages?

Hi there! A few of the members of our team are cosplayers and were wondering how much of an outfit qualifies for the 25% premade category. In our case, we have both a Summoner who has their wig, horns, and wings made, and a Dualscar with their wig, horns, and fins, and while they both have stated that they'll be making the rest of their outfits and props for each individual prompt, they were still worried that their premade stuff might count for more than what was allowed.

Are prestyled wigs and premade horns acceptable for submissions?

I looked into it and found this statement on the matter, directed to someone else with the same issue:

In general we are counting custom-made or -modified items against the 25%, but not purchased or "found" (as in closet cosplay) items. So horns would count, yes; wigs cut specifically for the cosplay would count; but not wigs purchased directly from a manufacturer (even long before HSO) and styled for the challenge.

So it looks like this rule is mostly precautionary for Closet Cosplays, to keep there a bit of original challenge in place. This particular subject also had horns, wigs and one set of wings and it was fine.
