so some of my members joined the community, but have been fairly silent so far. i've emailed the mods about the people who haven't done anything as of yet, not even join the community, but i don't really know how to get people paying attention?
does anyone have any ideas?

Unfortunately, this is the hardest part about being palhoncho. You want people to be engaged! But you can't really force them to do anything. People are going to devote themselves just as much as they'd like, and no more.

There is a possibility that they might come around! Maybe when the main rounds get started. But as I said in other posts, we do have an attendance check in place to make sure your team doesn't get too bogged down with a lot of names that put nothing in. As a confirmed team there is no risk of losing that status.

as a suggestion, i made a skype group pretty much immediately for my team, and we've been talking almost non-stop since. it would probably be a good way to get them talking to each other, especially, as the mods said earlier, if you ask some questions about them, their involvement in fandom, and anything you think could spike their interest in getting to know each other.

i hope youre successful!

I tried tracking down most of my members on tumblr. Did a bit of asking around and messaged all of them. You can also invite the members directly.

Have you made a friending meme/introduction post yet? I found that helped. You could also try, as someone else mentioned, making a skype group. Or a group on an external chat program like Tinychat.

Good luck!

There is going to be a certain degree of passive-participation in any group, I've noticed. Eight of my teammates have at least said hello, six of which have been nearly silent since, two members I talk to nearly daily now, and one who has joined the comm but hasn't said a word yet. And as long as they get in touch whenever required, there's not much to do but to wait it out. Like someone else said, once the main rounds start, a few people will probably start piping up more! :)
